March 30, 2009—Filibustering stole the show in both houses during the first week back after the Spring recess, with neither body passing a single bill.  More importantly, the lock-down may continue in the House unless a compromise is reached regarding the various proposals to reduce or remove the state sales tax on groceries—and then another filibuster could break out over the legalization of video gambling.  However, two important tax measures we have been monitoring closely this session were signed into law by Governor Riley last week – the Qualified Investment Partnership / Film Incentives Bill (Act 2009-144) and a bill that converts the offshore oil and gas severance tax to a gross proceeds-based tax (Act 2009-147), stemming from the ExxonMobil severance tax litigation.  We anticipate that several tax proposals supported or drafted by the influential Alabama Education Association (AEA) may be introduced in the next week or so, including a proposal that would impose mandatory combined reporting for corporate income tax purposes.
