March 17, 2009—The Senate passed two important tax measures last week – the Qualified Investment Partnership / Film Incentives Bill and a bill that converts the offshore oil and gas severance tax to a gross proceeds-based tax. Both measures previously passed the House and now await Governor Riley’s signature – which we expect. Legislation was also introduced that would reinstate Jefferson County’s beleaguered occupational license tax, and another, competing proposal now being advertised would expand the tax base to include licensed professionals, who were previously exempt.
The legislature will not meet this week due to Spring Break; however, we anticipate that several tax proposals supported by the Alabama Education Association (AEA) may be introduced when the session resumes, including a proposal that would impose mandatory unitary combined reporting for corporate income tax purposes.
