April 7, 2009—Last week the House continued to struggle over the merits and de-merits of the so-called “grocery tax bill,” sponsored primarily by influential Representative John Knight, which failed for a second and a third time to receive enough votes to be brought up for debate before the full House. The expected filibustering by the Democrats immediately ensued, forcing the House to adjourn early Thursday. Additionally, despite the Governor’s opposition to amending the unemployment benefits law in order to qualify for federal stimulus funds, resolutions were introduced by both houses that would allow the Legislature to circumvent Governor Riley’s rejection of these funds. We continue to anticipate that several tax proposals supported or drafted by the powerful Alabama Education Association (AEA) may be introduced in the next week or so, including a proposal that would impose mandatory combined reporting for corporate income tax purposes.
