With only ten legislative days remaining in the 2010 regular session, the budgets should be the number one priority for the House budget committees this week, now that Spring Break is over.  But also up for consideration will be the Senate's $1 billion road construction bill that now moves to the House for a vote. 

 

Additionally, bingo supporters may make one more attempt to push their proposed legislation through the Senate, and then the House. Because that bill is a constitutional amendment, the Governor could not veto it even if it passes both houses (doubtful).  

 

Readers should be watching HB 260 (Reemployment Act of 2010) and HB 109 (capital credit transition period) - both of which have good chances of enactment this session. Indeed, the capital credit bill - thankfully without the overbroad illegal immigrant provisions in the Senate version - is now awaiting Governor Riley's signature.

ADOR Composite Payment and QIP Requirements

Later this week, the Alabama Department of Revenue intends to have updated information on our Current Tax Season Issues web page concerning the new composite payment requirements and the new Qualified Investment Partnership (QIP) requirements.  Additional information about the special Composite Payment Reduction Election will be available on the web page.  Also available on the web page will be new information concerning the QIP rebuttal presumption when the QIP has corporate ownership of fifty percent or more.

 

ASCPA members can click on the Practitioner icon on the main page of the Department of Revenue’s website (www.revenue.alabama.gov) and then click on Individual & Corporate Tax Current Tax Season Issues to navigate to the web page.

ADOR Quick Alert

ADOR re: MIssing Business MeF Acknowledgments

(Forms 20C, 20CC, 20S, 65, and PTE-C)

 

The Alabama Department of Revenue had received a Quick Alert from the IRS that they are having problems with transmitting acknowledgments back to transmitters and EROs.  (Problem #1).

ADOR has been having problems with the IRS passing the state returns on to us (Problem #2).  This issue has been on going  for three weeks now and it is taking the IRS three to four days to pass our state returns on to us.  This is also happening to other states and other GenTax states.  The IRS is aware of this issue and they are working on it.  The ADOR IT was in conversation with Xan in the IRS' IT this morning, and he offered no time frame for resolution.

The main issue is that we can not acknowledge returns that we have not received from the IRS.  Normally EROs and Transmitters should allow 5 business days to receive State acknowledgments, if they have not received an acknowledgment by the 8th day the IRS may provide the return's submission id number and the ADOR will research that return for them.

Members in business and industry, both audit committees and managers, must understand the concepts of internal control and independence and the effect they have on the CPA practitioners that they hire to audit, review, or compile their financial statements, as well as perform internal control services. If a CPA practitioner has established or maintained internal controls, including performing ongoing monitoring activities for a client, the CPA’s independence has been impaired. As such, the CPA is precluded from performing an audit or review engagement for that client. The CPA may compile the financial statements but is required to disclose the independence impairment in his or her compilation report.

The IRS released its annual list of scams that taxpayers should watch out for. The IRS uses the list to alert taxpayers both to potential swindles as well as areas where the IRS is aware that taxpayers will try to cheat.

Student Video Contest

LIGHTS! CAMERA! ACTION!
Student member video contest announced

 

Inspired by the Academy Awards, the crack ASCPA film squad decided to share the fun of making and editing videos with the Alabama Society’s student members.  Ansab Ali, outgoing intern, created the Lights! Camera! Action! video contest and launched it the week of the Oscars in early March.  Working from the concept that CPAs are NOT all nerdy bean counters, the videos will blast apart stereotypes and show that accounting is an exciting and stimulating career.  All student members are invited to enlist the help of family, friends, and fellow accounting majors in their efforts to create the ultimate indie CPA movie.  

 

Lights! Camera! Action! runs from March 5 to May 15.  The videos should be 1:00 to 3:00 minutes in length and exhibit humor and creativity – with a “G” rating, please! 

 

First prize is a Sony Blu-ray player, second prize is DVDs of two Hollywood movies which feature an accountant as a main character (a complete list of the movies is on the website) and third place is a $25 Amazon gift card.  The Society will announce the winners June 1 from the ASCPA’s own version of the red carpet.
