The budgets moved closer to passage last week, with the House unanimously approving the $5.49 billion Education Trust Fund budget and the House Government Appropriations Committee approving the $1.6 billion General Fund budget.  Additional funds were allocated to the court system and less funds were allocated to the Governor's office than the Governor had proposed; the House plans to debate the revised budget this Tuesday.  The Senate debated and passed two proposed constitutional amendments last week - a substituted version of SB 380, which would create a gaming commission and levy a minimum 25% tax on bingo revenues (estimated to raise $200 million in annual taxes), and SB 233, which would ensure that no person, employer or health care provider could be compelled to participate in any federal health care system.  Both the bingo and health care proposals now move to the House for consideration. The announcement of an FBI investigation of gambling proponents and their ties to certain Senators may solidify the opposition to that bill.
 
Some legislative leaders predict that few bills will pass except for the budgets, pointing out that the Legislature only has 6 meeting days left and must adjourn no later than April 26.

Health Care Reform Act

Passage of the Health Care and Education Reconciliation Act of 2010 (H.R. 4872) (Reconciliation Act) by Congress, followed by its signing by President Obama on March 30, 2010, completes a massive overhaul of the nation’s health insurance and health delivery systems. The Reconciliation Act amends the Patient Protection and Affordable Care Act of 2010 (P.L. 111-148), which President Obama signed on March 23. Combined, the two new laws include more than $400 billion in revenue raisers and new taxes on employers and individuals.
